CLEAN POWER CALL REQUEST FOR PROPOSALS
Report on the RFP Process

British Columbia Hydro and Power Authority (BC Hydro) prepared this document (the Report) to explain the rationale for awarding 25 Electricity Purchase Agreements (EPAs) with a volume of 3,266 Gigawatt hours (GWh) per year of firm energy pursuant to the Clean Power Call Request for Proposals (RFP).

1. EXECUTIVE SUMMARY
To ensure that there is sufficient clean, renewable energy to meet forecast electricity demand, BC Hydro issued the Clean Power Call on June 11, 2008. The Clean Power Call was a result of comprehensive planning, design and engagement to ensure that the terms of the call resulted in the acquisition of costeffective new supply for BC Hydro's ratepayers.

In November 2008, BC Hydro received 68 proposals from 43 proponents, representing more than 17,000 GWh per year of energy. Ultimately, BC Hydro selected 27 projects for the award of 25 EPAs (three projects were combined into a single EPA), representing 3,266 GWh per year of firm energy and 1,168 megawatts (MW) of capacity.
