BC Hydro has requested the IPPBC distribute the following reminder of some of the key near term activities and related deadlines for those IPPs considering submitting a tender in the F2006 Open Call for Power.
Notice of deadlines leading up to BC Hydro’s F2006 Open Call for Power
As BC Hydro works to finalize the dates and process for the fiscal 2006 Call for Tenders (“F2006 CFT”) process, some key deadlines have emerged for Independent Power Producers (“IPPs”) who are considering submitting a tender in this process.
F2006 CFT Preliminary Interconnection Study applications must be submitted to the relevant interconnection office by the stipulated date to be eligible to submit a tender:
- Distribution connected projects are due to the BC Hydro Distribution Generator Interconnection office by November 24, 2005
- Transmission connected projects are due to the British Columbia Transmission Corporation ("BCTC") by December 1, 2005.
These deadlines apply to all IPPs intending to submit a tender in the F2006 Open Call For Power, including those who:
- have projects requiring studies for the first time
- have a previous application or a preliminary interconnection study
- have executed a Facilities Agreement or Interconnection Agreement
- propose their project to have a direct or an indirect interconnection to the transmission or distribution system, or
- have an existing electricity purchase agreement and wish to participate in this Call

Details regarding the applicable dates and the study application process can be found on BC Hydro’s website at http//www.bchydro.com/opencall. Potential bidders should carefully review the description of the interconnection process in the draft F2006 CFT document as soon as possible, particularly section 12 – Interconnection Matters and section 15.2 – Mandatory Requirements.
Potential bidders with an existing electricity purchase agreement with BC Hydro who intend to tender energy in the F2006 Call must have a right to terminate the existing agreement and must exercise that right in accordance with the termination provisions in that agreement by notice to BC Hydro, and pay any termination payment due, by December 20, 2005.
