New BCTC Wind Interconnecton Report
IPPBC members:

A new BCTC Wind Interconnection Report sees no "significant technical challenges in incorporating wind into the BC system due to variability of wind generation resource."

IPPBC WindComm Chair Ron Percival explains how this is "Good News" for wind IPPs in his email below.

The Report also contains information relevant to other variable generation sources and remote generators.

Re: GOOD NEWS !
New BCTC Report on Wind Sees Few Problems

Potential implementation of wind into the BC system has taken a major step forward thanks to a new report released this week by the BC Transmission Corporation. BCTC had recently commissioned internationally renowned electrical consultant ABB Inc. of Raleigh, NC, to review and develop interconnection requirements for wind generators in BC. Now, ABB has completed its study, and BCTC is releasing the report's recommendations for BC wind generator interconnection standards.

IPPBC Wind Committee wishes to thank BCTC for commissioning the reports.

The report notes there are no "significant technical challenges in incorporating wind into the BC system due to variability of wind generation resource."

Other ABB conclusions and recommendations to BCTC include:

* "State of the art" wind generation forecasting tool be implemented to minimize impacts of variability on BC system.

* New wind market rules be established for variable resource which require wind operator to bid ahead, and later account for any "mismatch."

* Control and protection features may be required, such as LVRT, which provide adequate reactive capability and automatic voltage control at the point of interconnections to ensure wind farms do not adversely impact on system reliability. In addition, the report notes, wind farms can participate in actively helping to regulate system voltage.

* In the case of Vancouver Island and North Coast wind regions the report notes there are some particular challenges and more detailed analysis is required to identify most economically viable solution.

Reports include:

a.) Wind Farm Integration in British Columbia - Stages 1 & 2: Planning and Interconnection Criteria, March 28 2005, 79 pages. (PDF 1 MB)
b.) Wind Farm Integration in British Columbia - Stages 3: Operational Impact, March 28 2005, 30 pages. (PDF 391 MB)

These reports are now available online at the BCTC web site, and comment through IPPBC WindComm is encouraged. Wind developers are also welcome to comment individually to BCTC, if that is their preference.
