Activities

Due to the government's decision to not proceed with any market de-regulation activities, the IPABC decided to primarily focus on the communication of information to its members and the public. We participated in the following specific activities last year.

  • Published two newsletter
  • Supported IPP Stakeholder Task Force on Taxation Changes
  • Sent letter to BCH recommending that an Electricity Plan be Published
  • President attended IPPSA conference in Banff
  • Monitored and reviewed various proceedings related to Independent Power

Concerns

The move to de-regulation is occurring all over North America. As different jurisdictions work through the challenges is changing from a regulated electricity environment to a market controlled one, they are developing the variety of new marketing, engineering and management skills that are needed for this new world. In British Columbia, however, we are isolated from this change by a government and a Utility that believes that central economic planning is still they way to go. It is ironic that after deciding on central planning they still have not published a generation plan for BC Hydro. Because of our isolation from the "real" electricity market world we are going to fall behind in a number of the skills needed in a competitive market.

Planned Activities

We plan to do the following this year:

  • Develop a policy paper on what we think should happen to the electricity market in British Columbia
  • Publish two newsletters
  • Participate in BCUC hearing on BCH's application for Bypass rates:
  • Meet with government and political leaders to promote our policy;
  • Continue to monitor and review various proceedings that concern independent power.
