IPABC Members: Attached is a copy of a recent letter to BC Hydro providing the IPABC’s review of the Electricity Purchase Agreement that was offered as part of BC Hydro’s Customer Based Generation electricity procurement process. Our review identifies several fundamental and material concerns. It recommends that onerous contractual provisions be dropped in order to have an acceptable contract to generators and enable them to deliver competitive least cost bids. The IPABC reviewed and commented on the CBG EPA especially because it may, like other features of the CBG Call (notably the reverse auction approach and a two step RFQ/RFP sequence) become the EPA template for the Green IPP Call. At the CBG Bidder’s Meeting last Monday I raised several of the concerns listed in the letter, many of which were echoed by attending CBG organizations.
